The purpose of Title III funding is to ensure that English language learners (ELL)--national-origin-minority students who are limited-English-proficient--develop English proficiency and meet the same academic content and academic achievement standards that other children are expected to meet. Schools use these funds to implement language instruction educational programs designed to help ELL students achieve these standards. Districts and schools are accountable for increasing the English proficiency and core academic content knowledge of ELL students.
Title III funds support the efforts of districts to assist limited English proficient students to learn English and meet challenging State academic content and student academic achievement standards. Districts must use these funds to carry out activities that use approaches and methodologies that are scientifically-based and proven effective in teaching limited English proficient children.
